In modern military discourse, high-precision, heavy-warhead conventional missiles—such as South Korea’s Hyunmoo-5—are frequently labeled “near-nuclear” or “quasi-nuclear” weapons. Equipped with multi-ton warheads designed to penetrate deep underground bunkers, these advanced conventional systems can inflict devastating precision damage on an enemy’s command infrastructure. Given that such weaponry offers immense firepower without the severe geopolitical fallout of a nuclear program, a central question arises: Why do states like North Korea and Iran remain obsessed with acquiring true nuclear weapons instead of settling for state-of-the-art conventional arsenals? The answer lies in the insurmountable gap between chemical explosives and nuclear physics, the mechanics of strategic deterrence, and the geopolitical reality of security alliances.

The Physics of Destruction: Orders of Magnitude

While advanced conventional missiles represent the pinnacle of chemical explosive engineering, they operate on a scale fundamentally inferior to nuclear devices. The Hyunmoo-5 carries one of the largest conventional warheads in the world at roughly 8 tons of high explosives. However, a single early-generation atomic bomb—such as the one dropped on Hiroshima—yielded approximately 15,000 tons (15 kilotons) of TNT equivalent. Modern thermonuclear warheads yield hundreds or thousands of kilotons. A nation would need to launch hundreds, if not thousands, of heavy conventional missiles simultaneously to approach the raw blast energy of a single tactical nuclear weapon. Furthermore, conventional warheads lack the prompt thermal radiation, electromagnetic pulse (EMP) effects, and widespread radioactive fallout that make nuclear weapons systemic, species-level threats rather than mere instruments of destruction.

Strategic Deterrence: Preattack Denial vs. Cost Tolerance

The operational philosophy behind a heavy conventional missile arsenal differs fundamentally from that of a nuclear triad. Heavy conventional missiles function primarily as weapons of counter-strike precision and retaliation; their message is, “If you attack us, we will destroy your military leadership and key facilities.” For a superpower like the United States, that threat represents a high military cost, but one that a military planner might accept under extreme circumstances. True nuclear weapons, by contrast, function on the principle of Mutually Assured Destruction (MAD). Their strategic logic is not to win a war, but to make the initiation of war unthinkable by guaranteeing the complete annihilation of the opponent’s society. A adversary might gamble on invading a nation with high-tech conventional missiles, but it will not gamble against a nation capable of vaporizing a major metropolis with a single warhead.

The Missing Foundation: The Alliance Shadow

Arguments pointing to South Korea’s reliance on high-tech conventional missiles overlook a crucial geopolitical prerequisite: the American security umbrella. South Korea’s strategy of pairing heavy conventional missiles with advanced defense systems works precisely because it operates under the shadow of the U.S. nuclear guarantee. The Hyunmoo missile family serves as a rapid-response, precision instrument within a broader defense architecture backed by American strategic bombers and submarines. Conversely, neither North Korea nor Iran possesses a superpower patron willing to initiate a nuclear war on their behalf. Russia and China may offer diplomatic support to Pyongyang or Tehran, but neither will risk nuclear exchange with Washington to guarantee another regime’s survival. Lacking a protective nuclear umbrella, isolated regimes must hold the umbrella themselves.

The Unbridgeable Chasm

High-precision conventional missiles represent an extraordinary feat of engineering, providing democratic states like South Korea with flexible, non-escalatory military options. Yet, they cannot bridge the psychological and physical chasm created by nuclear weapons. For hostile, isolated regimes facing foreign powers, conventional weapons offer only a temporary delay to potential intervention. Only the absolute, existential threat of a nuclear warhead guarantees that foreign powers will never cross the threshold of regime change.
