A recurring question in East Asian security is why South Korea—despite possessing world-class nuclear engineering capabilities and facing a nuclear-armed neighbor in North Korea—never weaponized its nuclear program. In the 1970s, under President Park Chung-hee, Seoul actually initiated a clandestine nuclear weapons program code-named "Project 890" in response to feared American troop withdrawals. However, unlike North Korea or Iran, South Korea ultimately abandoned its nuclear ambitions. South Korea’s decision was not driven by a lack of technical capability, but by a pragmatic calculation: the astronomical economic, diplomatic, and security costs of pursuing the bomb far outweighed its strategic benefits.

The Threat of Economic Devastation for an Export-Led Economy

The fundamental difference between South Korea and regimes like North Korea or Iran lies in their national economic models. North Korea operated under an isolated, autarkic system, while Iran relied heavily on nationalized oil revenues. In exchange for Seoul abandoning its independent nuclear ambitions, the United States reaffirmed its commitment to the U.S.-ROK Mutual Defense Treaty. Washington extended its "nuclear umbrella" (extended deterrence) over South Korea, signaling that an attack on Seoul would elicit a full-scale response from the United States. Furthermore, the continued presence of U.S. troops on Korean soil functioned as a physical "tripwire," assuring Seoul that American military involvement in a conflict was guaranteed.

Fuel Vulnerability and the Risk of Total Power Grid Collapse

Beyond international sanctions, South Korea faced a direct physical vulnerability: its reliance on foreign nuclear fuel. As South Korea expanded its commercial nuclear energy sector to fuel its booming manufacturing industry, it remained dependent on foreign suppliers—primarily the United States and global consortia—for enriched uranium fuel. Under the U.S.-South Korea Atomic Energy Agreement, any attempt by Seoul to divert civilian nuclear materials or pursue enrichment and reprocessing would trigger an immediate halt to foreign fuel shipments. South Korea’s choice to remain a non-nuclear state stands as a study in geopolitical trade-offs. While North Korea chose total isolation and economic ruin to secure an independent nuclear deterrent, South Korea recognized that acquiring the bomb would destroy the very foundations of its prosperity and national security. By foregoing nuclear weapons, Seoul preserved its vital alliance with the United States, safeguarded its booming export economy, and maintained access to global energy markets. Ultimately, South Korea chose economic growth and strategic integration over the existential gamble of nuclear weaponization.
