Yet, Washington spends billions of dollars developing heavy conventional penetrators, hypersonic glide vehicles, and high-precision strike systems—the very weapons often dubbed “near-nuclear” or “quasi-nuclear.” To an outside observer, accumulating conventional weaponry when one already possesses ultimate firepower appears redundant. In military strategy and international relations, however, this stems from the “usability paradox”: because nuclear weapons are so devastating that they are practically unusable, a nuclear power must possess high-potency conventional alternatives to make its military threats credible.

Therefore, a weapon whose use guarantees self-destruction is, for all practical purposes, unusable. Why, then, do isolated dictatorships sacrifice their national economies to acquire weapons they can never detonate? The answer lies in the counter-intuitive mechanics of strategic deterrence: a nuclear weapon does not derive its value from being launched, but from the existential paralysis its mere existence inflicts upon an adversary.

Physics Over Fear: Why Bombing a Nuclear Plant Cannot Cause a Nuclear Explosion A widespread misconception in defense discourse is that striking a civilian nuclear power plant with heavy artillery or missiles will trigger a nuclear explosion—a mushroom cloud akin to a detonated atomic bomb. Sensationalized depictions often equate nuclear reactors with giant, stationary nuclear warheads. However, from the standpoint of nuclear physics and chemical engineering, a nuclear explosion resulting from an external bombardment is physically impossible.
