When people hear the word “geopolitics,” they typically think of oil or natural gas. This stems from an intuitive logic—that the location of subterranean resources shapes a nation’s destiny, much like the crude oil buried beneath Middle Eastern deserts or the pipelines cutting through Siberia toward Europe. From this perspective, nuclear power seems to fall outside the realm of geopolitics. After all, nuclear energy leans closer to a “technology-centric energy” built on advanced engineering and capital rather than specific geographical conditions.

Yet on today’s international political stage, nuclear power is a geopolitical topic hotter than almost any raw resource. Nuclear energy is central to geopolitics not because of where it sits in the ground, but because of monopolized technology, ultra-long-term state relationships, and its unique tie to military security.

Monopolization of Enrichment Technology Beyond Resource Reserves

Raw uranium ore—the fuel source for nuclear power—is relatively evenly distributed across the globe, including in Kazakhstan, Canada, and Australia. However, extracting raw ore and processing it into usable fuel for power plants are two entirely different matters. Creating nuclear fuel requires advanced uranium enrichment and processing technology—a capability monopolized by only a handful of nations worldwide.

For instance, Russia’s state-owned corporation Rosatom controls more than 40% of the global commercial uranium enrichment market. Even advanced nations in the U.S. and Europe have relied heavily on Russian enriched uranium to keep their own reactors running. In short, nuclear geopolitics operates not on "who owns the resource," but on "who holds the technology to process that resource for use."

Ultra-Long-Term Interdependent Relationships Spanning 60 Years

Constructing a nuclear power plant goes far beyond importing a single piece of technology. It is a massive project spanning at least 80 to 100 years—10 years for site selection and construction, 60 years of operation, and another 20+ years for decommissioning and waste disposal.

A country that imports a nuclear power plant from a specific nation remains heavily dependent on that exporter for decades to come—for spare parts, periodic nuclear fuel supply, technical maintenance, and waste management. Because of this, exporting a nuclear plant forms a powerful diplomatic alliance that binds two nations together for over half a century, far transcending a standard commercial transaction. This is precisely why Russia and China offer aggressive financial backing to build nuclear facilities in developing countries across Africa, the Middle East, and Eastern Europe: to secure ultra-long-term geopolitical allies.

The Thin Line Between Civilian Energy and Military Security

The most critical characteristic of nuclear technology is that the boundary between civilian power generation and military weaponry is extremely thin. While the uranium enrichment level used in commercial reactors is typically around 3% to 5%, raising that level to 90% or higher yields material that can instantly be used to manufacture nuclear weapons.

In other words, nuclear energy is a classic dual-use technology. Consequently, whether a nation adopts nuclear power or secures a complete nuclear fuel cycle becomes a sensitive security issue capable of shifting the military balance with neighboring states. This explains why major powers, led by the U.S. along with organizations like the International Atomic Energy Agency (IAEA) and the Non-Proliferation Treaty (NPT), strictly regulate and control the transfer of nuclear technology and fuel reprocessing.

A New Geopolitics Driven by Technology and Security

If oil geopolitics functions through the threat of resources—"we will turn off the supply valve"—nuclear geopolitics operates through technical and institutional leverage: "we will cut off technology and fuel supply while applying security pressures."

Nuclear power transcends the traditional framework of geographical reserves, demonstrating the essence of a high-level "techno-geopolitics" formed by a blend of monopolized technology, ultra-long-term alliances, and weaponization potential. Therefore, discussing energy security today without addressing nuclear power means overlooking one of the most potent power dynamics in modern international politics.
